St. Edmund’s Redevelopment Corporation, Inc was founded in 1990 by Reverend Richard L. Tolliver. SERC has been the driving force behind the renewal of Washington Park. Led by Reverend Tolliver who is both President and CEO, SERC has taken on the challenge of renewing and rebuilding the community’s housing stock. Over its existence, SERC has formed partnerships with such entities as the Local Initiatives Support Corporation, the National Equity Fund, HUD, the federal Low-Income Housing Tax Credit Program and various programs through the City of Chicago, Fannie Mae and privately held banks.
